Black-Owned General Contractor in Massachusetts
If you are searching for a Black-owned construction company in Massachusetts or a Black-owned general contractor in Massachusetts, Velney Construction offers a local, experienced option headquartered in Somerville.
Being Black-owned is an important part of our company’s identity, but it does not define the limits of our capabilities.
We believe minority-owned construction companies should have opportunities to compete for residential, commercial, institutional, and government construction projects throughout Massachusetts. We also believe those opportunities come with a responsibility to perform.
At Velney Construction, we want clients to select our company because of the complete package we bring to a project:
- Construction field experience
- Formal construction management education
- Preconstruction capabilities
- Estimating and budgeting
- Construction management
- Subcontractor coordination
- Design-team coordination
- Local Greater Boston experience
- MBE certification
- High-performance building knowledge
Our ownership may introduce a client to Velney Construction. Our capabilities, service, and performance are what we want to build the relationship around.
MBE-Certified Construction Company in Massachusetts
Velney Construction is a certified Minority Business Enterprise through the Massachusetts Supplier Diversity Office.
For organizations with supplier-diversity initiatives or project-specific MBE participation goals, working with a certified MBE construction company in Massachusetts can be an important part of procurement and project delivery.
Our certification can be particularly relevant to:
- General contractors
- Construction managers
- Real estate developers
- Municipalities
- Government agencies
- Universities
- Nonprofit organizations
- Institutional property owners
- Corporations
- Organizations with supplier-diversity programs
However, our MBE certification is only one piece of our qualifications.
We have intentionally invested in construction education, contractor development, field experience, estimating, preconstruction, building science, and project management so that when an opportunity becomes available, our team is prepared to execute.
Certification can help open the door. Capability is what keeps you in the room.
That is the type of MBE contractor we are working to build in Massachusetts.
More Than a Certification: Construction Qualifications Matter
Supplier diversity can create valuable opportunities for minority-owned businesses, but a construction project still needs to be built.
The contractor must understand drawings.
Budgets must be developed.
Subcontractors need to be coordinated.
Materials must be procured.
Permits and inspections need to be considered.
Schedules must be maintained.
Problems in the field need solutions.
Owners need communication.
That is why we believe the conversation about minority-owned contractors should go beyond certification.
When a developer, public agency, institution, homeowner, or construction manager hires Velney Construction, they are hiring a general contractor and construction company that happens to also be Black-owned and MBE-certified.
We take both sides of that responsibility seriously.
Construction Education, Field Experience & Professional Development
My name is Josué Velney, and my approach to construction comes from both the field and the classroom.
I have hands-on construction field experience, which has given me an understanding of how buildings actually come together and how decisions made during design and preconstruction affect the people responsible for building the project.
I also graduated Cum Laude from Wentworth Institute of Technology with a bachelor’s degree in Building Construction Management.
My Wentworth education provided a deeper understanding of construction management, estimating, scheduling, building systems, project controls, construction documents, and the business side of operating a construction company.
But I have never believed construction education should stop after graduation.
I have continued investing in professional development, including completing Suffolk Construction’s training program for MBE firms and contractor development training through Clark Construction.
These programs provided exposure to the processes, expectations, systems, safety standards, estimating practices, and project controls associated with major general contractors and larger construction projects.
I am also a Phius Certified Passive House Builder, adding building-science and high-performance construction knowledge to our company’s capabilities.
The combination matters.
Wentworth provided the formal construction education. Field experience provided practical knowledge. Suffolk and Clark provided additional contractor development. Phius strengthened our understanding of building performance.
Together, these experiences influence how Velney Construction approaches projects today.
Preconstruction Services: Building the Project Before Construction Begins
One of Velney Construction’s primary specialties is preconstruction services.
We believe some of the most important construction decisions happen before demolition begins, before subcontractors mobilize, and sometimes even before construction documents are complete.
A project can experience problems because of an incomplete scope, unrealistic budget, unidentified existing conditions, design conflicts, permitting challenges, or decisions that were made without considering constructability.
Our preconstruction process is designed to identify as many of these issues as possible before they become expensive field problems.
Depending on the project, our preconstruction services can include:
- Site feasibility
- Existing-condition review
- Preliminary budgeting
- Detailed estimating
- Scope development
- Constructability reviews
- Value engineering
- Design-team coordination
- Subcontractor input
- Project scheduling
- Permit planning
- Design-development support
- Construction document review
- Long-lead item identification
- Construction logistics planning
Bringing the general contractor into a project early can help the owner and architect understand how design decisions may affect the project’s construction cost, schedule, and complexity.
Our philosophy is simple:
Successful construction starts before construction begins.

Residential Construction in Somerville & Greater Boston
Velney Construction provides residential construction services throughout Somerville, Boston, Cambridge, and surrounding Massachusetts communities.
Greater Boston has a unique housing inventory.
Many buildings are decades—or more than a century—old and have been modified several times. Opening a wall can reveal conditions that were impossible to see during the initial walkthrough.
That is why experience, planning, and communication matter.
Our residential construction capabilities include:
- Ground-up construction
- Multi-family construction
- Full renovations
- Dormers
- Additions
- Basement renovations
- Structural coordination
- Demolition
- Building-code improvements
- Egress improvements
Whether we are building a new multi-family property or renovating an existing Somerville home, we approach residential construction with the same emphasis on planning and communication.
Commercial Construction in Massachusetts
Velney Construction also serves businesses and property owners looking for an experienced commercial general contractor in Massachusetts.
Commercial construction often comes with pressures that are different from residential projects.
A business may already be paying rent.
There may be a target opening date.
Employees may need to return to the building.
A landlord may have construction requirements.
Permitting delays can directly affect the business owner’s revenue.
We understand that for a commercial client, the construction project is often only one part of a much larger business plan.
Our commercial construction capabilities include:
- Tenant fit-outs
- Commercial renovations
- Office improvements
- Retail construction
- Interior demolition
- ADA improvements
- Egress modifications
- MEP coordination
- Preconstruction
- Construction management
Our objective is to understand not only what needs to be built, but also why the client needs it built and what the schedule means to their business.
Government & Institutional Construction
Our Massachusetts MBE certification also supports Velney Construction’s continued expansion into government, municipal, nonprofit, and institutional construction.
These projects can involve additional requirements related to procurement, documentation, reporting, compliance, safety, scheduling, subcontracting, and MBE participation.
Our company has experience with public and institutional work, including serving as the general contractor for an emergency shelter project at 89 College Avenue in Somerville.
Projects like this demonstrate why being local can matter.
Construction is not happening on a spreadsheet. It is happening in real communities, often in occupied or sensitive environments where coordination and communication are critical.
We continue to develop relationships with government agencies, municipalities, nonprofits, developers, general contractors, and construction managers throughout Massachusetts.
Case Study: Helping a Black-Owned Business Build in Brookline, Massachusetts
One commercial project that represents what we want Velney Construction to be was our work for a Black-owned bakery in Brookline, Massachusetts.
The project brought together a Black-owned business, a Black-owned architecture firm, and Velney Construction as the Black-owned general contractor.
But what made the project successful was not simply the ownership of the companies involved.
It was collaboration.
Opening a new business involves much more than construction. The business owner is making decisions about financing, equipment, operations, staffing, branding, inspections, opening schedules, and dozens of other details while simultaneously managing a construction project.
Our role was to help turn the design into a functioning commercial space and help the owner move closer to opening the doors.
We coordinated with the client’s architectural team and construction trades to move the project from plans into the field and ultimately help the business get up and running in Brookline.
The client was happy with the services Velney Construction provided, and the relationship did not end when construction was complete.
The business is now exploring a potential second location, and Velney Construction is providing preconstruction services as the client evaluates that opportunity.
That second phase of the relationship is particularly important to us.
Our goal is not simply to complete one construction project and disappear. We want to become a construction partner our clients can call when they renovate, expand, develop another property, or open their next location.
For businesses searching for a Black-owned commercial general contractor in Massachusetts, this project demonstrates the combination we aim to provide: representation, construction capability, collaboration, and long-term relationships.
Building in Somerville, Boston, Cambridge & Greater Boston
Velney Construction is headquartered in Somerville, Massachusetts, and approximately 80% of our construction projects are located in Somerville, Boston, Cambridge, and surrounding communities.
That concentration gives us valuable local experience.
Construction in Greater Boston presents challenges that contractors working primarily in less dense markets may encounter less frequently.
Projects can involve:
- Older buildings
- Tight urban lots
- Limited staging
- Parking restrictions
- Occupied properties
- Close neighboring buildings
- Complicated existing conditions
- Permitting requirements
- Building inspections
- Construction logistics
- Material deliveries in dense neighborhoods
For our team, these are not unusual project conditions.
They are part of building in Greater Boston.
If someone searches for a Black-owned general contractor in Boston, Black-owned construction company in Somerville, or an MBE contractor in Greater Boston, we want them to find a company that isn’t simply advertising in these communities.
We work here.
Passive House & High-Performance Construction Knowledge
Massachusetts continues to place greater emphasis on energy efficiency and building performance.
My professional development includes becoming a Phius Certified Passive House Builder.
Passive House construction emphasizes building-envelope performance through principles including insulation, air sealing, high-performance windows, thermal-bridge reduction, and properly designed mechanical systems.
Not every Velney Construction project is a Passive House project.
However, understanding building science changes the way a contractor looks at construction.
Walls are not simply drywall, studs, sheathing, and siding. They are systems that need to control air, moisture, and heat.
That knowledge is increasingly valuable as Massachusetts construction moves toward higher-performing buildings.
